Investors at all levels will be invited to attend periodic briefing meetings on campaign progress and at least one annual meeting per year.

Investors will be named in a full page roster in the Rapid City Journal in late February.

Robert A. Nelson is a professional solicitor representing National Community Development Services, a professional fund-raising firm contracting with the Rapid City Area Chamber of Commerce, Black Hills Community Economic Development, and the Rapid City Economic Development Partnership doing business as "Black Hills Vision" - a public funding initiative of $3,000,000. Investors should always check with their financial and/or legal council regarding the deductibility of investments in fundraising programs. Generally, only charitable organizations qualify for income tax deductions.

Accountability and oversight
An oversight committee known as the Governance Council will administer funds received through the campaign. The Governance Council will consist of the chief paid executive of each organization, the current chair, future chair, and immediate pst chair. The Governance Council will also include those investors who have a significant interest and financial commitment to the program. This critical initiative must attract and engage leaders from all levels of business and government throughout the Black Hills in order to succeed.
